Public Hearings
• Robertson Main Street Properties: This issue concerns the use of the property on Main Street (Route 52), opposite the entrance of Depot Street, where buses and cars are parked.
Planning Board Chairman Phil Jamison was concerned about some erosion that was visible at the back of Hannafords, where the stream was undercutting the ground. The source of that water was, at least in part, the parking area on Main Street. Jamison noted that a hydrant was being exposed by the undercutting and during the cold weather that hydrant might easily freeze.
Elaine Kelly had questions concerning the de-icing of the buses. Was it performed on-site? What chemicals, if any, were used, and what happened to them afterwards?
Barbara Edmunds wanted to know where they changed the oil on the buses. Was it done on concrete? Were precautions taken to ensure that it didn't pollute the ground water and get into the stream?
Phil Jamison felt that the applicant should establish a ground water monitoring system to assure the board that any contamination could be detected and tracked. He also wondered if a full environmental review should be undertaken, which might require the use of ground penetration radar to map out the soil structure.
Speaking for the Applicant, John Tarolli requested that the Board produce a memo with everything they needed done listed.
A motion was passed to continue the hearing on this case at the next meeting on September 10.
• Greene, Hal: Relocation of house in Searsville. The hearing on this case was closed and the relocation was approved.
• Presutti Equities: Special use permit for a property on Route 52 and Hill Avenue. Mr. Presutti presented his request to combine residence at the property with maintaining equipment used in his street sweeping and snow removal business.
Public participation followed, during which the owners of neighboring properties voiced a number of strong objections (see our in-depth front page coverage). Phil Jamison asked for further evidence that the property had been continually resided in. He also said that the matter had to go before the Zoning Board. He told Mr. Presutti to return to the Planning Board in October.
Other matters
• Czapnik, Sheldon & Tobie: 3 lot subdivision in Thompson Ridge, at the junction of Routes 48 and 302. This application had been amended in certain details, regarding driveway access, from the plan introduced at an earlier meeting of the Planning Board. While agreeing with those changes, members of the Board still voiced concerns. Elaine Kelly noted that this property was within the Scenic Overlay District and that it was of significant importance to the town. They couldn't afford mistakes.
Phil Jamison thought the application should be given to Kevin Sanders for environmental review. Jamison was particularly concerned about drainage off one of the slopes on the property.
The application was passed forward to a Public Hearing on September 24.
• Stone Schoolhouse Road: Application regarding developer Black Creek Holdings plan for a 26,000 square foot warehouse on former farmland that is now zoned for Business Premises. After some debate among members of the board that left Barbara Edmunds voicing a protest at the way this application had been processed by the board, the board voted to approve the project.
