Notes From The Town of Wawarsing Board Meeting

Road Rhetoric
Spring Glenn resident Diana Janovik appeared before the town board with her daughter-in-law to discuss an issue she's having with a road on her property — or rather, one that's supposed to be on her property. According to Janovik, the first 360 feet of Klein Road, the road leading to her property, is paved. She has been working to have the town finish paving the remaining 320 feet so she can give the property to her son and daughter-in-law. However, she was informed that the town wouldn't be able to finish paving because the road had been classified as "abandoned," which occurs when a road is not used or plowed by the town for six years.

Janovik said that she completed preparations to have the road's paving completed in November 2006, including getting assent from a neighbor to add a paved turnaround. However, in December 2006, the road was declared abandoned. Complicating matters, an April 2007 tax map does not show that the road is abandoned, leaving Janovik wondering what to do next. The town board, advised by attorney William Collier, told her that in order to get the road back under the town highway department's jurisdiction, it would have to be brought up to code, which would likely require Janovik to pay for the road's paving herself. At the end of the discussion, Town Supervisor Ed Jennings told Janovik that they would look into the matter.

Youth Program Approved
The town board, by resolution, held a roll call vote to approve Town Supervisor Jennings to execute the 2008 contract between the Village of Ellenville, the Town of Wawarsing, and the YMCA of Kingston and Ulster County, with the contract not to exceed $100,000. Approving the contract puts an end to this year's ongoing debate between the town and the village regarding the youth program and the YMCA's involvement. The resolution passed unanimously, though frequent youth-advocate Theresa Hyatt was unable to vote, as she was called away from the meeting because of a death in the family.

Odds and Ends
The board accepted the tax collector's report for April 2008. As of April 30, the town has collected a total of $10,342,263.23 in taxes.

The Wawarsing town board, by resolution, authorized the Supervisor to sign all documents necessary to complete the USDA Rural Development final application for grant and loan assistance necessary to upgrade the Kerhonkson Sewer Treatment Plant.

The board approved the Napanoch Public Interest Group to close Clinton Street, Church Street, and St. Marks Place in Napanoch on June 7 from 9am to 5pm for Napanoch Day.

The board approved the Town Clerk to advertise for the position of Historical Property Guide for the Greenfield Park Schoolhouse, with a starting salary of $8.50 per hour, at 18 hours per week, Thursday through Sunday. Applications will be returnable to the Town Clerk's office by May 30.

The town board accepted a bid of $10,517 from Qqest Software Systems for biometric clocks for Town of Wawarsing employees, which was received in the Town Clerk's office on April 28.

An agreement with Advanced Recovery, Inc, of Port Jervis, NY to place a forty cubic yard container at the Town Transfer Station for the recycling of electronic equipment was approved. The term of the agreement will be for a one year period at a cost of $499 per container when picked up.

The board authorized Town Clerk Jane Eck to publicize a Public Notice of Intent to file an application with the USDA, Rural Development, Rural Utilities Service for funding consideration on behalf of the Kerhonkson Sewer Improvement Area for upgrades and improvements to the Kerhonkson Wastewater Treatment Facility.

Hank Bartosik was approved to attend a three-day course at the Farm and Home Center in Millbrook, NY, for Biodiversity Assessment, with a cost of $55 plus mileage.
