Notes from the Joint Meeting For Town of Wawarsing and Village of Ellenville

Monday, November 27, 2006

  • The Town and Village agreed to meet with members of the Village's Local Development Corporation and the Town's Revolving Loan Fund to consider jointly funding an economic development program for the area. The initial contributions from both municipalities would be $35,000 each to establish the office and cover its first year expenses.

  • The Town and the Village discussed the development of a joint website. The Village of Ellenville currently has an official website which they are looking to redesign. The Town of Wawarsing currently has no website. The municipalities are currently considering a series of proposals for future website options.

  • The Town and Village discussed the creation of a bike path that would be similar to non-motorized pathways located between Kingston and Hurley.

  • The Village, citing its dissatisfaction with funding a pool within the Village and in Kerhonkson, offered several options to remedy what it feels is an unfair level of taxation for no services. Suggestions ranged from closing the Kerhonkson pool and focusing funding on the Ellenville pool, closing both current pools and creating a joint pool venture to be located at Lippman Park or to donate a plot of land at Lippman Park to Ulster County and have the county government turn it into another pool similar to the facility in New Paltz.

  • The pool issue brought up what Mayor Jeff Kaplan feels is a larger issue between the Town and the Village. Kaplan said that the Village and the Town need to consolidate services or that the Village needs to dissolve so that its residents are not being unfairly taxed.

  • The next joint meeting is scheduled for January 11, 2007 at 3:30 PM.


Notes from the Village of Ellenville Board Meeting

  • Barbara Hoff and Carolyn Peters-Baker petitioned the Board to provide roughly $6,000 a year for an effort to capture and either spay or neuter feral cats in the Ellenville-Wawarsing area. Mrs. Peters-Baker and associates have neutered, vaccinated and tested over 1,300 cats in the Ellenville-Wawarsing area. Up to this point, all of the procedural expenses have been paid out of pocket by Mrs. Peters-Baker and her group.

    The funds would be used to cover basic operating expenses including the cost of each cat's neutering ($15), distemper shot ($5) and blood work ($10).

    The argument for this measure is that cats reproduce rapidly with females able to have up to three litters a year, with each producing three to six offspring.

  • Hudson Valley Artist Anthony Krauss presented a proposal for the grassy area next to the Scoresby Firehouse in Ellenville. His design, which would consists of a 3-foot high pedestal and an 8-foot tall sculpture made of mirrored stainless steel, raised concerns about glare and the high reflectivity of the object's service possibly creating a dangerous situation for drivers going up and down Route 209/Main Street as well as the intersection to which the grassy area is adjacent.

    The Board asked Mr. Krauss to develop a budget for the project. Later conversation between the Board and the audience suggested that there would be a greater interest in promoting a piece of art that better reflected the area's history and culture.

  • Ellenville Police Chief Phil Mattracion requested that the Village Board approve the 89-day appointment of Officer Robert Shamro to Sergeant. The appointment, which comes with a weekly salary increase of $46, is to cover for Sgt. Vanessa Nixon. The Board approved the request.
